The role of the TA with respect to plagiarism
If you suspect that a student has plagiarized a paper, or has in some other way being academically dishonest, report it to the instructor of the course.

Report any student work that you have concerns about, and don’t deal with the student directly regarding your concerns. It is the instructor’s responsibility to meet with the student and follow departmental protocol in such instances. Each department should have a protocol outlined either on their website, the course syllabus, or with a reference to the university policy in the calendar.
